  • The aspiration is for trading to take place up to 5 to 6 days per week
  • Later evening trading for food and beverage stall holders is desirable
  • All traders must offer an electronic payment facility
  • Rent and service charges must be paid by direct debit

  • Trader Covenant - We require traders to adhere to market regulations and have public and employee liability insurance in place with cover for £10 million.
  • Health standards - We will make checks with Environmental Health where relevant
  • Trading standards - We will make checks for any breaches of Trading Standards legislation.

5 - Excellent 4 - Good 3 - Satisfactory 2 - less than satisfactory 1 - Poor
A full response which demonstrated an in-depth knowledge and understanding of the subject matter. A response which answered the question and showed depth of understanding and knowledge. A response that was relevant and showed some understanding. A response which was relevant but was superficial and failed to demonstrate depth of understanding. A response which is either not relevant or substantially lacks depth of knowledge.

Prohibited goods

  • No trader shall store, display, or sell on any market ground: knives, any explosive materials, fireworks, hazardous liquids, bulk gases, or any substance which might be a source of danger to anyone attending the market
  • Kirklees Council has signed the Local Government Tobacco Control Declaration, demonstrating our commitment to tobacco control. Consequently, the sale of nicotine/tobacco products is prohibited
  • No trader shall store, display, or sell counterfeit goods
  • No trader shall sell age restricted goods - including alcohol - without the Markets Managers satisfaction that due diligence is demonstrated
  • No trader shall store, display, or sell on any market ground any item which is offensive to public taste and morals. The Markets Manager's decision will be final and binding
  • Any request for additions or changes in the type of goods must be submitted in writing to the Markets Manager for consideration. The manager's decision will be final

Environmental considerations

Kirklees Council is committed to environmental sustainability. Consequently, we are requesting:

  • The use of reusable, or as a minimum, recycled and compostable materials. From 1 October 2023, the use of single use plastics, plates, bowls, trays, containers, cutlery and balloon sticks, was banned by UK law.
  • The sale of packaged drinks in 100% PET, (polyethylene terephthalate), recycling bottles
  • Clean energy and energy conservation - consider how your business reduces energy use and/or uses green or low emission sources of energy.
  • The avoidance of using single portions of sugar, salt and sauces
  • The sourcing of food locally and in season to reduce food miles
  • The separate collection and recycling or disposing of spoiled food waste, for example, composting food waste schemes
  • An excess food policy for example, donation to charities
  • The use of a single supplier of food and non-food products to reduce delivery vehicles accessing the site and surrounding areas
  • The use of greener delivery vehicles where possible, for example, electric or hybrid
  • 'Anti-idling' of delivery vehicles to promote better air quality

Vision for Dewsbury market

Kirklees Council and its partners have developed the following vision to drive the ambitious improvements needed to Dewsbury Market:

  • The Market should be family friendly, safe, have social spaces which offer unique, personal, ethical shopping experiences alongside opportunities to test ideas, eat, learn and be entertained.

In October 2020, Public Perspectives conducted a programme of community engagement with Dewsbury residents on behalf of the Council. One of the most significant findings, from the surveys and focus groups used to gauge opinion on the market's future, was that 89% of respondents were in agreement with this vision. 59% of them 'strongly agreed.'

In February 2023, the Dewsbury Town Deal Board approved the Councils' proposal to locate the new town park on the market site. This decision was informed by Historic England's recommendations on an appropriate location and the need to future proof the outdoor market in terms of its scale.

Placing the park next to the market reinforces the intention that the market be family friendly. The park's new location also has huge potential to increase the market's footfall.

The Market Hall will comprise of a large central seating area surrounded by food and beverage retailers selling a diverse offer of high quality, international food and drink, which visitors can choose to consume in this attractive social space.

Retailers of affordable fresh food will also be located in the Market Hall.

A small stage and large screen in the Market Hall will be utilised for small-scale events. Entertainment will increase the dwell time and spend of visitors, enhance their experience and also attract new audiences to the market - often within later opening hours.

Within the semi-covered market and outdoor markets, a mix of both traditional and modern stalls will be on offer.

Traditional stalls should not only retain existing customers but also strive to attract a wide range of new people into the markets.

It is predominantly in these spaces where there will be opportunities for new businesses to be incubated and ideas to be tested. There is no end to the possibilities.

Larger scale events are also planned for outside of the market buildings. Again, this will provide both opportunities to increase revenue for the traders located on the Outdoor Market and develop audiences and their experiences.

Architects have proposed that interior spaces be simple, clean and robust. Colour will be used sparingly, if at all, so that the market produce takes centre stage. The existing structure will be painted the same light grey as externally and all new structure a dark grey.

Timber is proposed as an internal material to bring warmth and a softness into the interior spaces and to highlight particular design features including;

  • Ladder canopies - above stalls
  • The stage
  • The back of the bar
  • Lattice canopies above flexible spaces, to create intimacy when used above seating
  • Tables and chairs

The following images explore possibilities for various combinations of countertop finishes which could be used for the stalls in the Market Hall including: metro white gloss tile, dark grey steel finish and oak timber features. These will be developed further.
