Local Development Scheme (local Plan Timetable)
This document is a Local Development Scheme (LDS) for the purposes of Section 15 of the Planning and Compulsory Purchase Act 2004 and is being processed in accordance with that Act.
The Local Development Scheme (LDS) provides a detailed programme for producing Local Plans and other planning policy guidance and advice and the annual monitoring programme associated with them.
The LPT sets out the timetable of different stages of Local Plan preparation including key stages of consultation and the proposed date of submission to the Secretary of State for examination. The LDS is required under Section 15 of the Planning and Compulsory Purchase Act 2004.
This updated LDS has replaced our previous Local Development Scheme, which was adopted in 2019.
The LDS was approved at Cabinet on 12th March 2024 and is now brought into effect. Below is a statement setting out that the timetable has been brought into effect, as required Section 15(7) of the Planning and Compulsory Purchase Act 2004.
Current stage of Local Plan
The Kirklees Local Plan was adopted on 27 February 2019 and in accordance with Regulation 10A of the Town and Country Planning (Local Planning) (England) Regulations 2012 as amended must be reviewed within five years. The review of the Local Plan was completed in October 2023 and found the plan to be out-of-date in several areas, including housing and employment supply and delivery, and in relation to planning policies to support the council's climate change emergency.
The decision to begin a full update of the Local Plan was made at Full Council on 15th November 2023. The update will set out the strategy for growth and development of Kirklees over the next 15 years.
Submitting a site for consideration through the new Local Plan (Call for Sites)
The Call for Sites process remains open, this is an opportunity for residents, community groups, business operators, landowners and developers to suggest sites that they would like to be considered for development as part of the preparation of the updated Local Plan.
