Prevent and Channel

Section 26 of the Counter-Terrorism and Security Act 2015 placed a statutory duty on specified authorities to have due regards to the need to Prevent People from being drawn into terrorism.

Specified authorities outlined within this duty include Local Authorities, Police, Schools, Further and Higher Education, Health, Prisons and Probation.

The Prevent duty was introduced on 1 July 2015 to ensure that authorities have a consistent approach to the delivery of Prevent across the UK and to enhance efforts to prevent terrorism by responding to the ideological challenge of terrorism and to dissuade people from travelling to Syria and Iraq.

The Kirklees Prevent Strategy contributes towards the delivery of the Building Resilient & Inclusive Communities theme within the Kirklees Community Safety Partnership Plan and in common with other areas (such as Hate Crime and Supporting Integration and New Communities including Asylum Seekers and Migrants) within this theme, recognises that there is no single factor to radicalisation and that vulnerabilities in individuals such as age, deprivation, low self-esteem, frustration and anger, along with a lack of protective factors (employment, education, family and social networks) can make an individual vulnerable to radicalisation. we want to work with local communities to ensure people feel they have a voice and are listened to; that people have confidence they will be treated fairly and that all communities feel engaged and supported to build communities that they want to be a part of, in places they feel safe.

Channel is a multi-agency approach to safeguarding, supporting and protecting children, young people and vulnerable adults at risk of radicalisation, extremism or terrorist related activity. The aim of Kirklees Channel Panel is to:

• Identify individuals at risk or being drawn into extremism.
• Assess the nature and extent of the risk.
• Develop the most appropriate support plan for the individuals concerned

We offer training to organisations, community groups, education establishments and front line staff who engage with children, young people and individuals or groups who may be susceptible to being radicalised or drawn into extremist narratives.

The Prevent Hub can help communities and schools to develop and deliver a project, resource or tool to raise awareness of the dangers of extremism and radicalisation

A project can range from one off sessions to weekly sessions that are embedded within the community or within a school curriculum. Not all resources and learning specifically refer to radicalisation, extremism or terrorism but cover learning outcomes to build resilience to radicalisation and other forms of harm by focusing on:

• Beliefs and values
• Identify
• Developing empathy
• Risk identification and management
• The development of critical thinking skills
• Understanding influence, persuasion and manipulation
• Assessing and evaluating fact from fiction
