Holmfirth Town Centre Access Plan (HTCAP)
Key details
A £10.3 million investment scheme to create a more accessible town centre for businesses, residents and visitors. The scheme aims to help reduce traffic congestion and carbon emissions by prioritising sustainable transport options such as walking, cycling and wheeling while ensuring accessibility for all, and supporting the growth and development of the cultural sector.
The Holmfirth Town Centre Action Plan is a partnership project between the council and the West Yorkshire Combined Authority, and a result of multiple rounds of consultation, community engagement events and resident and business feedback, all of which has been fundamental to the planning stage for this scheme to ensure it meets the needs of the community.
The scheme is part of the wider Holmfirth Blueprint.
Huddersfield Road Car Park and Market Hall
Our plan includes the demolition of the former market hall building and extension of the adjacent Huddersfield Road car park. In doing so we will look to provide:
- A community events and markets space with water and electricity points.
- Electric vehicle charge points.
- Better located disabled parking bays.
- Increase number of parking bays from 24 to 26.
- Widening the bridge and footways providing direct pedestrian and cycle access from Huddersfield Road to Hollowgate.
- Cycling parking.
- Seating with amazing vistas to enjoy.
- Area for eight, 1100 litre bins improving the access and appearance of Hollowgate.
Wider town centre improvements
- Drainage improvements
- Signalised pedestrian crossing at Victoria Street
- Better street lighting, traffic signals and
- 20 mph limit throughout the town centre
- Upgrading existing signal-controlled junctions
- Widening of footways on Hollowgate, Huddersfield Road and Victoria Street
- Provision of a loading and disabled parking bay to the north side of Victoria Street
- Cycle hub with maintenance equipment, electric bike storage and charging facilities.

Progress
January 2025
Work recommenced on the highways with traffic management in place. Work included kerbing, drainage and surfacing the Council Office Car Park entrance and the footpath across the top of Victoria Street.
December 2024
Road traffic management will be removed until January 2025, however, work will recommence on Huddersfield Road Car Park.
November 2024
Widening of footpaths for accessibility and new kerbing and Yorkshire Stone slabs laid along Victoria Road and at the junction of Victoria Street and Huddersfield Road (A6024).
June 2024
From Monday 1 July, construction work started on the Holmfirth Town Centre Access Plan. Initial work commenced with the clearance of Huddersfield Road Car Park, demolition of the market hall and associated bridge.
September 2023
In preparation for the main construction works we undertook some preparation works which included:
- Vegetation clearance around the river
- Bat mitigation work
- Repointing of the river walls.
