A fee is payable for all applications that are submitted to Kirklees Council Building Control unless a disabled exemptionapplies. Please note for full plans and building notice applications, charges include 20% VAT, for regularisation certificate applications, there is no VAT charged.

There are two methods of establishing the charge payable:

  1. Standard charges
  2. Individually determined fee quotes.

Please note that the plan check, building notice and regularisation fee are payable after submission. You will be contacted by a member of our Business Support Team to make payment. For a Building Control approval with full plans application where there is an inspection fee, this will be invoiced once the works have commenced.

If you are submitting an initial notice cancellation application, the charge will be determined after the initial visit from a site inspector.

Standard charges

We offer 5 types of standard charges and fees:

  1. Creation or conversion to form new housing.

  2. Domestic extensions to a single building.
  3. Domestic alterations to a single building.
  4. Other non-domestic work, extensions and new buildings.
  5. All other non-domestic work.

Individually determined fee quotes

If you are carrying out work which falls outside of the standard charges or where multiple plots, extensions or alterations are carried out at the same time, you can contact Building Control to request a fee quote.

Disabled exemption

Disability exemption

You may be exempt from Building Control charges if the works are:

  1. in relation to an existing dwelling that is, or is to be, occupied by a disabled person as a permanent residence; and where the whole of the building work in question is solely:
    1. for the purpose of providing means of access for the disabled person by way of entrance or exit to or from the dwelling or any part of it, or
    2. for the purpose of providing accommodation or facilities designed to secure the greater health, safety, welfare, or convenience of the disabled person.
  2. for the purpose of providing accommodation or facilities designed to secure the greater health, safety, welfare or convenience of a disabled person in relation to an existing dwelling, which is, or is to be, occupied by that disabled person as a permanent residence where such work consists of:
    1. The adaptation or extension of existing accommodation or an existing facility or the provision of alternative accommodation or an alternative facility where the existing accommodation or facility could not be used by the disabled person or could be used by the disabled person only with assistance; or
    2. the provision of extension of a room which is or will be used solely:
      1. for the carrying out for the benefit of the disabled person of medical treatment which cannot reasonably be carried out in any other room in the dwelling, or
      2. for the storage of medical equipment for the use of the disabled person, or
      3. to provide sleeping accommodation for a carer where the disabled person requires 24-hour care.
  3. in relation to an existing building to which members of the public are admitted (whether on payment or otherwise); and where the whole of the building work in question is solely:
    1. For the purpose of providing means of access for disabled persons by way of entrance, or exit to or from the building or any part of it; or
    2. for the provision of facilities designed to secure the greater health, safety, and welfare of disabled persons.

Please note: A disabled person for this purpose is a person who has a disability within the meaning given by section 6 of the Equality Act 2010 (disability).

Duplicate completion certificate

A duplicate completion certificate can be issued if there is a satisfactory completion inspection on record. The cost of this is £31.00 per certificate.
